Forced ranking, nobody gets the top band unless they are visibly political. Rewards optics over results. Demoralising.
Forced distribution reviews are demoralising by design. The bottom 20% gets penalised regardless of absolute performance.
I document my quarterly wins in a private log all year so review season is never a scramble.
