Government Jobs in Malaysia: How Fresh Graduates Can Apply via SPA9

Which government jobs does SPA9 cover?

SPA9 handles recruitment for two appointing authorities:

• SPA, for the federal general public service and the state administrations of Perlis, Negeri Sembilan, Melaka and Penang.
• The Judicial and Legal Service Commission (SPKP), for judicial and legal posts.

Other services have their own appointing authorities. Teachers are appointed through the Education Service Commission (SPP); see our guide to education and teaching careers. Posts are graded by academic qualification. SPA's FAQ lists grades 1, 5 and 9, with degree holders applying for grade 9 posts. Grade codes changed when the new Public Service Remuneration System (SSPA) replaced the old scheme, so older guides that mention grade 41 are out of date.

How do you apply through SPA9, step by step?

One common mistake: do not click Hantar Perakuan every time you log in. SPA warns that resubmitting resets your registration date and can cancel earlier applications. Only resubmit when your details have actually changed.

What is the PSEE, and how do you prepare?

The PSEE (Penilaian Memasuki Perkhidmatan Awam) is a psychometric assessment, not a knowledge exam. SPA says it measures your inclinations, personality and fit with the post you applied for, looking at job fit, organisational fit and team fit. There are no right or wrong answers; your result is a merit score compared with the number of vacancies and the number of candidates.

Practical points from SPA:

• You are told at least seven days before by email, on the SPA portal and on SPA's official Facebook page.
• You sit it online from anywhere, on a computer, laptop or smartphone. There is no assessment centre.
• The system opens only from 9am to 5pm on your assigned day. Log in with the ID and password in your notice, on a stable connection.
• You cannot reschedule, and there is no repeat session if you miss it. Missing it does not blacklist you from other SPA processes.
• Since 5 May 2025, OKU candidates take the PSEE as profiling before moving to the next stage.

Because it is a personality and fit assessment, the best preparation is honesty and consistency: answer as you actually work, and read the post's duties beforehand so you understand what the role involves.

How does the SPA interview work?

You are called only after passing screening and the PSEE; walk-ins are not allowed. Interview notices come by email and through the SPA portal, not by post, so keep your email and phone number up to date in SPA9. Some interviews are held online, and SPA publishes a guide to its online in-situ interviews (TSOI).

Bring original documents arranged in SPA's order: your MyKad and birth certificate, SPM certificate, STPM, matriculation or equivalent, then your scroll and transcript for each diploma or degree, followed by the other documents listed in your notice. You may ask to change the date or centre only for an emergency, religious reasons, health, or locality (Sabah, Sarawak or the Peninsula), with supporting documents.

What should you know about pay and retirement?

Pay follows the public service salary scale under SSPA, and each advertisement links to the scheme's salary and allowances on SPA's portal. Because Budget announcements can change civil-service pay, check the current scale on the SPA or Public Service Department (JPA) site rather than an old salary table.

Retirement terms have changed for new joiners. Since 1 February 2024, new civil servants no longer join the traditional pension scheme; they contribute to EPF and SOCSO, with the government contributing as employer, and the first appointments were made on contract while the long-term scheme was finalised. Nadia is a composite case, not a real person. She graduates with a degree in business administration in June.

She also keeps a note of her registration date, because her SPA9 profile expires one year after her declaration, and she must renew it to stay eligible for later intakes.
