Quick Answer: Budget 2027, tabled on 9 October 2026, raises Malaysia's minimum wage from RM1,700 to RM2,000 a month from June 2027 and plans a RM2,500 minimum for graduates and semi-skilled workers. From YA2027 it lifts individual tax relief to RM12,000 and cuts two middle-income tax rates by one point. EPF contribution rates do not change.

Budget 2027 as tabled by the Prime Minister and Finance Minister on 9 October 2026, as reported by Bernama and The Star. Tax measures are proposals until the Finance Bill is passed. Checked 20 October 2026.
When does the RM2,000 minimum wage start, and who gets it?
The minimum wage rises to RM2,000 a month from June 2027, but micro, small and medium enterprises with annual sales below RM50 million are exempted from the new rate. The government says the increase covers more than four million workers. Until the new rate takes effect, RM1,700 stays the legal minimum, as set by the Minimum Wages Order 2024.
The exemption matters. If your employer's annual sales are RM50 million or more, expect RM2,000 from June 2027. If you work for a smaller business with sales under RM50 million a year, your employer can keep paying RM1,700 while the exemption lasts, which the government says is to give these firms time to adjust. The details, including how long the exemption runs, will be in the new Minimum Wages Order. We will update this guide when it is gazetted. For how the current rate works, read our minimum wage guide.
The minimum wage applies to basic pay. Allowances, overtime and bonuses do not count towards it. Here is what the change does to a full month's pay, using the 2026 EPF, SOCSO and EIS rates:
| Monthly basic pay | RM1,700 | RM2,000 |
|---|---|---|
| EPF (employee, 11%) | RM187.00 | RM220.00 |
| SOCSO (employee) | RM8.25 | RM9.75 |
| EIS (employee) | RM3.30 | RM3.90 |
| Monthly tax deduction (PCB) | RM0.00 | RM0.00 |
| Take-home pay | RM1,501.45 | RM1,766.35 |
| Employer's total cost | RM1,953.15 | RM2,298.05 |
Single employee under 60, no other income. Calculated with the SuperJobs salary calculator on 20 October 2026.
Take-home pay rises by RM264.90 a month. The employer pays RM344.90 more, because its own EPF, SOCSO and EIS shares rise with the wage.
What is the RM2,500 minimum for graduates and semi-skilled workers?
The government will introduce a minimum monthly wage of RM2,500 for semi-skilled workers and graduates, but Budget 2027 did not give a start date or say who counts as a graduate. It sits alongside the general RM2,000 minimum as part of the government's reform of the workers' income framework.
It would be a big change for fresh graduates. Of the 120 fresh-graduate listings added to SuperJobs in the 30 days to 20 October 2026 that publish a salary, 71 (59%) start below RM2,500. Across all full-time listings that publish pay in the same period, only 11 of 292 (3.8%) start below RM2,000, so the general minimum wage change affects far fewer advertised graduate roles than the RM2,500 plan would.
Until the rules are published, treat RM2,500 as a direction, not a right you can claim. It is still a useful anchor in a salary negotiation. Our fresh graduate salary guide shows what employers advertise by field.
Government-linked investment companies and government-linked companies have also committed to raise their living wage benchmark from RM3,100 to RM3,400 a month, which covers about 230,000 workers.
How much income tax will you save from YA2027?
Most employees will pay less tax from YA2027, because individual relief rises from RM9,000 to RM12,000 and two middle-income rates fall by one percentage point. YA2027 covers income you earn in 2027, which you declare in 2028.
The rate changes are:
- Chargeable income from RM70,001 to RM100,000: 19% becomes 18%.
- Chargeable income from RM100,001 to RM150,000: 25% becomes 24%.
- The 30% top rate starts at RM1 million of chargeable income instead of RM2 million.
The government says about five million taxpayers will keep up to RM1,600 more a year. Here is the annual tax for a single employee under each set of rules:
| Monthly salary | Tax for YA2026 | Tax for YA2027 (proposed) | Saving a year |
|---|---|---|---|
| RM3,500 | RM11.31 | RM0.00 | RM11.31 |
| RM5,000 | RM1,299.00 | RM1,119.00 | RM180.00 |
| RM6,000 | RM2,451.50 | RM2,121.50 | RM330.00 |
| RM9,000 | RM8,383.50 | RM7,597.00 | RM786.50 |
| RM12,500 | RM18,562.50 | RM17,176.00 | RM1,386.50 |
Single employee, salary only, EPF relief capped at RM4,000, SOCSO and EIS relief up to RM350, RM400 rebate where chargeable income is RM35,000 or less. YA2027 assumes the other bands stay as in YA2026. Calculated 20 October 2026.
The cut helps middle earners most. A fresh graduate on RM3,500 a month paid almost no tax already, so the saving is small. Someone on RM9,000 a month saves nearly RM790 a year.
Your monthly tax deduction (PCB) will only fall once LHDN publishes the YA2027 schedule, so check your payslip in early 2027. To see how PCB works, read understanding your Malaysian pay slip.
Which tax reliefs are wider in Budget 2027?
Several existing reliefs cover more spending from YA2027, so you can claim things you could not claim before. The changes announced are:
- Medical: covers postnatal care services.
- Parents and grandparents: covers all care expenses, not only medical treatment.
- Sports: sports equipment now includes sports shoes.
- Education: course and skills fees cover all fields of study, plus children's tuition fees.
- Lifestyle: covers AI subscriptions, vaccination costs and pet adoption from registered centres.
- SOCSO self-cover: an extra relief of up to RM150 for voluntary contributions to SOCSO's Skim Lindung 24 Jam and Lindung Kendiri.
Keep receipts from January 2027. The relief limits for each category will be confirmed when the Finance Bill is passed.
What changes for EPF and SOCSO?
EPF contribution rates do not change: employees under 60 still pay 11% and employers 13% on wages up to RM5,000, or 12% above. What changes is who gets covered and how early.
- Automatic EPF membership at 18: every Malaysian citizen will be registered as an EPF member on turning 18, so retirement savings can start before the first job.
- E-hailing and p-hailing drivers: the government will match their EPF contributions by up to RM600 a year, capped at RM6,000 over a lifetime.
- SOCSO for gig and self-employed workers: a 35% matching incentive for e-hailing and p-hailing workers' SOCSO contributions, and 70% for more than 200,000 self-employed people.
The government and Grab will also jointly fund a RM160 million package to raise the income and welfare of e-hailing and p-hailing workers from 2027. For the full contribution table, see EPF contribution rates.
What does Budget 2027 mean for PTPTN borrowers?
Borrowers earning up to RM2,500 a month can defer their PTPTN repayments, and consistent repayers get a 10% discount. Borrowers earning between RM2,500 and RM3,000 a month must repay at least RM50 a month. If you are starting on a low salary, check with PTPTN how to apply for the deferment before you miss a payment.
What should employers plan for?
Employers with annual sales of RM50 million or more should budget RM344.90 more a month for each worker now paid RM1,700, from June 2027. That figure is the RM300 rise in basic pay plus the higher employer shares of EPF, SOCSO and EIS.
Three things to do before then:
- Check your sales figure against the RM50 million line. It decides whether the new rate applies to you, so confirm how the new Minimum Wages Order defines annual sales once it is gazetted.
- List every role paid below RM2,000 basic. Include part-time and hourly staff, whose rates are worked out from the monthly minimum.
- Review pay just above the new floor. If a supervisor earns RM2,050 today and a new operator will earn RM2,000, the gap that rewarded experience nearly disappears.
If you hire graduates, watch for the RM2,500 rules. On SuperJobs, most fresh-graduate listings that publish pay currently start below that level.
Worked example: two employees in Penang
These are composite examples, built from typical SuperJobs listings, not real people.
Hafiz, 24, production operator at a large electronics manufacturer in Bayan Lepas. He earns the RM1,700 minimum. His employer's sales are well above RM50 million, so it is not exempt. From June 2027 his basic pay rises to RM2,000 and his take-home pay goes from RM1,501.45 to RM1,766.35, an extra RM264.90 a month. He pays no income tax at either wage.
Mei Ling, 31, finance manager at a shared services centre in George Town. She earns RM9,000 a month. Her minimum wage does not change, but for YA2027 her tax falls from RM8,383.50 to RM7,597.00, a saving of RM786.50, before counting any of the wider reliefs she might use, such as her mother's care costs.
Common mistakes to avoid
- Using the new tax rules for your 2026 return. The return you file in 2027 is for YA2026 and still uses RM9,000 relief and the old rates. Our first income tax e-Filing guide covers that return.
- Assuming every employer must pay RM2,000. Businesses with annual sales below RM50 million are exempt from the new rate.
- Counting allowances towards the minimum wage. The minimum applies to basic pay, so an employer cannot reach RM2,000 by adding allowances.
- Treating RM2,500 for graduates as already in force. No start date or rules have been published.
- Expecting a lower PCB in January without checking. Your deduction changes only when LHDN updates the schedule and your employer applies it.

?Frequently Asked Questions
When does the minimum wage go up to RM2,000?
From June 2027. Budget 2027, tabled on 9 October 2026, raises the minimum wage from RM1,700 to RM2,000 a month. Until then RM1,700 remains the legal minimum under the Minimum Wages Order 2024. The exact start day and rules will be in the new Minimum Wages Order.
Does the RM2,000 minimum wage apply to small businesses?
No, not at first. Micro, small and medium enterprises with annual sales below RM50 million are exempted from the new rate so they have time to adjust. Workers at these businesses keep the RM1,700 minimum while the exemption lasts. Employers with sales of RM50 million or more must pay RM2,000 from June 2027.
Does Budget 2027 change my 2026 income tax return?
No. The tax changes are proposed from YA2027, which covers income earned in 2027 and declared in 2028. The return you file in 2027 is for YA2026 and still uses the RM9,000 individual relief and the old rates, including 19% on chargeable income from RM70,001 to RM100,000.
How much tax will I save under Budget 2027?
It depends on your income. A single employee earning RM5,000 a month saves about RM180 a year, one earning RM9,000 saves about RM786, and one earning RM3,500 saves only about RM11 because the tax was already near zero. The government says about five million taxpayers gain up to RM1,600 a year.
Is the EPF contribution rate changing in 2027?
No. Budget 2027 did not change EPF rates. Employees under 60 still contribute 11% of wages, and employers 13% on wages up to RM5,000 or 12% above. The new measures are automatic EPF membership for citizens at 18 and matching of up to RM600 a year for e-hailing and p-hailing drivers.
Is there a minimum salary for fresh graduates in Budget 2027?
The government plans a minimum monthly wage of RM2,500 for graduates and semi-skilled workers, but Budget 2027 gave no start date or eligibility rules. Until those are published it is not a legal right. On SuperJobs, 59% of fresh-graduate listings that publish pay in the 30 days to 20 October 2026 start below RM2,500.
What does Budget 2027 do for PTPTN borrowers?
Borrowers earning up to RM2,500 a month can defer PTPTN repayments, and borrowers who repay consistently get a 10% discount. Those earning between RM2,500 and RM3,000 a month must repay at least RM50 a month. Ask PTPTN how to apply for the deferment before you miss a payment.
